That's an overvoltage detector that burns a PSU fuse to protect the gear
connected. I think it's called crowbar because it's a pretty brutal
circuit, e.g. triggering a thyristor in parallel to PSU output, i.e.
simply shortening it. Better to blow up a fuse (or even the PSU) than a
bunch of synths.
Btw, I'm a bit reluctant to replacing a couple of wws by a single PSU.
All those warts have separate grounds, this doesn't have to be signal
ground. Worst case would be a device having the wart's + connected to
signal ground. Even in other cases there could be a ground loop. And then
there are AC warts as well...
Call me nuts, but separate wall warts are part of a healthy ground setup.
