HAARP - High-frequency Active Auroral Research Program
http://server5550.itd.nrl.navy.mil/haarp.html

They are using a phased array radar to "boink" the ionosphere and see what
happens ( measurements of conductivity and size ). There is also a lot of
general geophysical instrumentation at the site.

There is an even more powerful system in Tromso Norway that has been online
for several years, the telescope at Arecibo does ionospheric radar work,
there is also a group at Liecester University, United Kingdom that is
studying actual Ionospheric heating - they are pumping enough RF to raise
the temperature appreciably...

So basically, HAARP isn't unique by a long shot, the military's own web site
pretty much details what they are doing ( there are public tours if you want
to make the trip to check it out ), HAARP is not fully online yet and there
are other groups pumping much more energy into the ionosphere and have been
for several years ( ten ).

Hey,

So who knows anything about the HARP (High Altitude Research) project. It
is supposed to be a dangerous magneto-electro/acoustic energy source.

It's purpose is shrouded in mystery. It is claimed to be a weather control
project, but meterologists dispute the veracity of the government's
assertion. It seems much more like a population control project, as the
frequencies it is capable of producing have been proven to disorient and
disable humans and animals.

In fact, the gov did a study on it a few years ago...

I'm sure the web is littered with conspiracies on the project.
