244 is not an inverter
it is 8 buffers i.e. acts like 2-state amplifier with the ability
to turn outputs into high impedance.
And yes, it has strangely reversed buffers inside.
I think it is from the times when 4-bit uC were popular.
If you want buffers, use 245 device. It has not only all buffers
turned in one direction, but you can also change that direction!
(bidirectional buffer)
Or 241, which is simply one-direction 8-bit buffer

And use HC245. LS are relict of the past (HC too, but not so distant past)

Duh answer: they're not passive devices. Require +5V
