"MIDI time code" is encoding absolute time (as the name says...). E.g it is  
transporting the information how much time has passed since the start of the  
tape - real minutes and seconds.

What you need is the "MIDI clock" that gives 96 beats in a quarter note, so  
it is dependent of the tempo. I don't know whether you can use this directly  
in generator.
