Ken Stieglitz's Meteor, at
http://www.cs.princeton.edu/~ken/meteor.html
is an excellent digital filter design program.

You can give it an input specification that
gives (piecewise linear) bounds on frequency
response, and how many taps you're willing
to suffer and it will find an optimal filter
under those constraints.
