digital delay + sysex lfo to delay amount = flanger?

Well, I consider this diy because we are taking midi and trying to use it in a new and inventive way to make something perform in an otherwise unusual way. If you don't like it, delete it and accept my apologies.

Heres me, brainstorming again. 
Okay, I wonder if it would be possible to make a syncable flanger by taking a digital delay and sending it varying values of delay amount via sysex so that a little sysex loop could be made that would chug out sysex to simulate an LFO. 

Any takers? Does this theoretically give the same effect of a true flanger? I had always thought that a flanger was merely a very short delay where the delay time is modulated, but I know there are a few other things outstanding that I might need to know about..

BBD chips are pretty expensive BTW, that's why Im asking about this idea instead.
