The DSP, no. An op-amp IC of some kind, maybe.
Tubes (of some kind), almost certainly yes.

You see, making crude-but-functional tubes
requires very simple tools:
a roughing pump, a diffusion or Gaede
molecular pump, some crude metal parts, and
some simple glassblowing stuff or ceramic parts.

Making semiconductors, however.....ever tried to
zone-refine silicon or germanium in your garage?
Ever tried to buy the horribly toxic chemicals
used
to dope semiconductors, like arsine and phosphine?
(The chemical distributor might call the FBI on
you!)

You CAN make tubes in your garage, though.
(I know several guys who are......)
