This should be a keyboard encoder and LED controller. The same as the Intel 8279 chip.
But I think Intel does not produce this chip any longer. I used this chip in one of my design.
Works well as a keyboard encoder and LED controller (I think 8 digits of 7 segments are possible)
and a full typewriter like keyboard.
