AW: little OT : drilling pcb's

I know, I use also Proxxon with the same 1mm drills ("hard-metal" in a
word-by-word translation, I don't know how they say in USA/UK/AU)
The only thing, I don't have is a precision stand. 
Could that be the reason for the problem ?
Must the drill be EXACTLY positioned ?
