0-360 phase

Hello to the list,

I was looking for a schematic about a 0-360 deg. "phase regulator" to
experiment with: I would build the simplest device for surround-like
effect (with no delay lines)  to move sound sources all around (left-right
and front-rear) the listener.  
 I wonder if a single-stage from phaser could be a starting point, what is your wise suggestion (asking to all you gurus) ?
