Wich chips are they? to increase delay times, the easyest way is to use
two or more units in series.

Polystyrene caps are the best type for VCO's due to their stability, but
in this case (tone control), there's not much difference. Anyway, I
suggest you to use a polyester here, not a ceramic. Have you checked the
pots wiring and changed the 4136?
