3/8" hole punch?

I dont know WHY you don't want to drill, but IMHO the best way to enlarge a hole in
sheet metal is with a STEP DRILL. These have increasing diameters that go up in
steps of 1/8" or 1/16" (hence "step" drill). They look like a cone in shape,
available at any really good hardware store for about $20-30. You will use it
forever (unless you try to drill boilerplate). It leaves a very smooth hole and
won't chatter like a normal drill bit. It can be used easily in a hand drill (no
press required). It will leave chips...

Strp drills come in sizes from 1/8" to 1/2" in 1/16" steps, and some (hard to find)
go up to more than 1"
