Paul,
Wow. Um, lets take it one step at a time. To determine which chip/technology to
use, we need to determine how many gates and registers are in use. Ands, ors,
inverters count as gates. Flip-flops count as one register. An octal bus thing
like an LS573 count as 8 gates. Another important consideration is how many
input/outputs there would need to be.
The technology we're using here is the Xilinx XC9500 stuff. It is nifty in that
you can download the config data to it via a cable from the PC. Here is some
data:

Another good route is the 22V10. It contains 10 registers and has allot of
flexibility on its I/O pins.
A good place to get educated about the FPGA/CPLD world is the Xilinx data book.
They also have development boards, but their software is pricey. ABEL is
probably your best choice. I think its being given away at this point.
