Eprom programmer

Dear all,

  Im after some advice.. I woulds like to get an eprom programmer. can 
anyone offer any advice.. I would like th efollowing from it.

  1) program 2716 -> 27512
  2) Read 2716 -> 27512
  3) Be easy to use
  4) cheap to buy

  Does anyone know of any cheap programmers that meet these needs? or indeed 
a homebuild one with some software?
