Pitch/mod wheels

Could anyone tell me anything about the construction of the pitch and mod
wheel?  I know it's a wheel attatched to a pot mounted on it's side but
not much else.  Yes, i know what they DO, i'm just wondering about their
construction.  I've seen pitch wheels that will return to 440
(normal/centered-whatever you want to call it) when you let go.  Is this
standard or is it more of a recent thing?  Thanx in advance....
