Let me know if you find a source for the Federal Screwworks "Votrax" chip.
Back in the 70's
I designed a 4046 based phase lock loop to lock it to a regular VCO.
You can put a ADC0800 in a loop with "convert start" triggered by the
"request new phoneme" output.
That makes the phonemes voltage selectable.
I used it on the song "Starspot" from the F/i CD "Helioscopium"

I also sampled the beast, Bank 9 of the current Waveform City wavebank is
16 phonemes
from an Votrax chip.
