SAM for the C-64 was pretty cool, it had a range of tempo, inflection and pitch. It was supposed to be able to parse English text, but as a previous post mentioned, you had to use a meta-phonetic style that was not overly intuitive.

As for the Radio Shack parts, I think they are the Votrax SC-01 type devices. SC-01 is a phoneme based synthesizer (phonemes are what make up syllables). When I attended a Stephen Hawking lecture at the U of MN in 1987, Dr. Hawking had a very obvious SC-01 sound. He proceeded to make several Davros/Daleks references throughout his presentation, which brought the audience down with riots of laughter.
