Yes, FSK is how modems work (at least the ones that hook up to phone lines).  
The word Modem means "MODulator/DEModulator".  

Similarities in basic function notwithstanding, an actual modem won't help 
Paul Maddox complete his task.  He'll need an FSK demodulator specically 
designed to work with the FSK data he has.
