Depends. If it's DC coupled, it's easy. Take a wall wart, remove the output plug
and choose a 1/4" plug or whatever fits into your Morley's input. Put simple stabilizing
circuit (one 5.1V zener, one resistor, possibly one small electrolytic capacitor)
directly inside the 1/4" plug. (They are big enough.)
Plug this DC source into the input jack, and use the output jack of the pedal as
CV source. 
Remember it will only work if the Pedal is DC coupled. You might want to try it with
a 1.5V battery first.

On my diy projects, I often use high value pullup resistors for CV inputs.
The switch contact of the jack will tie it to GND when the input is unused,
a low impedance CV source will override the high impedance internal
connection, but a resistive pedal will make a variable voltage divider 
together with the pullup resistor. The usable CV range depends on the
pot's impedance of course, but often it's better than nothing, at least.
