My 2 cents...

I think a popular design for varying the step time is take a dual row
sequencer.  One row of pots controls the output voltage while the second row
of pots controls the step time (like driving an internal VCO).  I think is a
cheap simple way to get a lot more functionality out of an expensive bank of
pots.
