I don't know.
Perhaps In that time (The trautonium was build up by Trautwein 1920 and 
O.Sala 1930, I guess) it was not known, how to build a voltage
controlled filter. One of the first VCF's were constructed by MOOG,
couple of years later.
But you should hear some records of O.Sala on his instrument !!!
Unbelievable, what he did, in a time, when the word synthesizer even
did not exist !!!!!!
