alpha dials and inc/dec buttons

Ok, heres the deal.. I recently purchased a unit. The only means of data
entry in one of the modes is a inc button and a dec button..I would much
rather it be

A. An alpha dial

Since I havent been able to really find any specifics on the operation
of this thing.. I guess once I found out the operation principles, it
would be quite easy..

basically, I just need this circuit to send pulses on the inc line when
the pot is turned right, and pulses on the dec line when turned left..
Is this possible? This is a retrofit that prolly could find quite a few
applications in other gear.. anyone know how to do this?
