sync problems

My understanding of sync has brought me to a dead end with my project. 
If I'm syncing VCO #2 with VCO #1, I should think VCO #1's CV should also
be applied to VCO #2.  If I want VCO #2 to be two octaves below VCO #1
(controlled by the same keyboard), I would drop two volts from #2's CV
input, and this brings my three questions.

1)  I'd have to re-trim 1v/oct response consistently to maintain the
proper tune, right?

2)  How would I configure a rotary switch to accurately drop 1, 2, 3, 4,
and 5 volts from the CV fed to VCO #2's 1V/oct?  For instance, if VCO #1
is at 4.6V and I want VCO #2 two octaves below, how would I configure
selection 2 on the rotary to drop 2 volts?

3)  Is my conception of sync totally wrong?
