Duty-fees for diy-kits in Germany?

I don't live in DE, but I'm between there and CH often.  If I remeber
correctly the toll should be 10.5% plus some "gebueren" they charge
for their (oh so valuble laber).  However if the amount is below some
nominal (can't remeber what it is) they don't charge you.  So if the
thing you just got was more expensive then the others, that's why.  If
not, you where either lucky before or the german's keep track of stuff
people receive through the mail, and once the value is over their
limit, they start charging you.
