Duty-fees for diy-kits in Germany?

I'm living in Sweden and I experience the same thing as you. Sometimes packets 
slip through and sometimes they get caught, which means you have to pay 
customs, handling fee and value added tax on everything. I suppose we're lucky 
that packets fairly often slip through. I buy records fairly often and they 
seldom get caught. Of course the larger the packet, the larger the likelihood 
of getting caught. Also it depends how the sender has declared the contents and 
it's value. If it is declared "commercial sample" and the value set to 
component cost or something like it, there is a better chance of not having to 
pay the customs.

Hi,
this is a question to all Germans on the list:
Today I received a pc-board from paia-electronics and had to pay 15,06 
DM
Zollgebuehren.
I have received two other packets (MIDI2CV8 and a Fatman) from paia yet 
and
paid nothing else for both. Were I just lucky with them or has anything
changed about the duty-fees?
