....I think the left hand top 200K resistor should go to the - input of
the second 741, not to the diode where it is now.
And, the 741 is a very serious problem if you want it to work above 2khz.
I have built it successfully with a TL072.

Perhaps it would be better to just use a precision half wave rectifier and 
double the filter order, depending what you are driving with it.
