Pitch bend

Pitch bend is bipolar; it is zero for MSB = 0x40, LSB = 0. Pitch bend range
is configurable by sending an RPN message for pitch bend range. The RPN
message is 0x00, 0x00; the range is specified in semitones. 

You really should track down and read the MIDI spec if you intend to build
a MIDI to CV convertor. Try the MIDI Manufacturers Association (MMA).
