Wrapped film capacitors like some polyesters are 
quite a bit too inductive for high frequency decoupling.  
There may be some stacked polyesters which are better.  
The best bet for individual IC decoupling is an appropriate 
ceramic.  A larger value doesn't necessarily mean better 
decoupling, though.  It is best to determine the SRF 
of the capacitor before using it.
