elctric mistress ic help

has anyone tried to build the electric mistress.  I got a schematic from
tomg and the only thing i can't read what the number is for ic 1.  Does
anyone what it is? Also i noticed on progects that the ask for specific
types of capacitors. Why is this? IS a poly cap and a electrolitic act
really different at the same valus?
