well I manufacture a ringing filter & a problem is, you have no control 
over the length of the ringing.
And, you cant get around this by varying the impulse to the filter, at least
nothing
as easily as having a vca on the output.
So, i would say: ringing filter, with triggered vca on the end.
And, by varying the trigger switch level, you might get a very useful
parameter with almost no extra cost.
