Not that it's a "program", but didn't the Fairlight synth do this? You
could sample something and resynthesise it using oscillators. Pretty fancy
for early 80's gear or whenever it came out..

On the K2000, there is a (silly) factory preset which says Hello using a
couple of sines and clever envelopes, or something.. speech is quite easy
to form using a handful of sines and some noise, some nice effects u can
do with that :)
