I have never tried this source, but a friend did.  The waste 
treatment facility here uses Ferric Chloride as an antibacterial 
element in the treatment process.  Friend asked for some while doing 
some job for them and he now has several gallons (like maybe ten).  I 
don't know if this is a very common treatment chemical or if 
everybody is so free with it, but it worked very successfully here.
