The 4028 is a binary to decimal decoder, i.e., it has ten discrete outputs.

The 4511 is a BCD to 7-segment latch/decoder/driver. It can be
zero-blanked, multiplexed, dimmed, etc. Impressive.

Don't have time to look up TTL. Sorry.
