I recently bought a new Kenwood 20 MHz oscilloscope. It was about $50 more 
expensive than the Hung Chang and the ones you mention. But the knobs felt a 
lot better and the overall dimensions is smaller. It has an output for a 
frequency counter. Apart from this the features are the same.
I didn't find any used scopes (wasn't really looking) but that would certainly 
be an option. Remember that old scopes tend to be larger though. I would say if 
you opt for an used scope you should pay quite a bit less than $450. Higher 
bandwidth than 20MHz is of no use for synth work, by the way. Don't go for a 
lot of features. Go for a basic scope at a low price if you buy used. But of 
course, if you can get both -- why not?
