The simple answer:
No.
The reason:
Pulling the signals directly out of the PCI contact woun't work, you
would get too much capacitance and PCI is sensitive to this, infact
this is a limiting factor for how many cards you may have, 8 is
allowed, but the PCI chip is worth one and the PCI contact is worth
one so each card is 2 worth in the capacitance budget, thus giving 4
cards.
The solution:
If you really want to do this you must use some sort of PCI bus
extender that preferably goes over fiber. I think that Dolphin does
such devices...
