The Soundpro HT1869V is a sound card for the dedicated DIY person. It
reportedly costs $18 and has to be slightly modified to provide connectors
for SPDIF or TOSLINK (there are just headers on the board).
I've never seen one, but there is quite a bit written about it on the web.
Search for "Soundpro", or start at

The consensus seems to be that it is only useful for SPDIF - the analog
audio features are very poor quality.

PS - I personally have a Zefiro Acoustics ZA2. Overall it works well, but
it is subject to glitches and dropouts when used with video boards that
lock out the PCI bus. My Matrox Millennium is particularly bad.
