I have no idea about this particular schematic but "-VE" probably means
Voltage-emitter.  Usually it is written Vee, like Vcc means
Voltage-collector-collector or the supply voltage for a bipolar transistor
circuit (FET circuits often show Vdd and Vss, op amp diagrams showing the
supply rails usually use +V and -V, and tube circuits B+).
