This is the schematic for a typical instrument jack, say 1/4" used for
guitars or synth patchcords.

This would normally be the ground connection, bit "-VE" sounds like a
negative voltage. Maybe somebody familiar with this particular schematic
could enlighten.

No, this is the signal part of the jack.
