I've done this! 

Create the layout with Visio shapes in black on white.  Any imported graphics
should be white on black--they won't get reversed.

Save your current Visio file (for future editing)

Save As something else (this will be the negative image document--they're a pain
to edit this way--you lose your gridlines)

Edit/Select All

Format/Line...

Change Line color to 1 (white) and click OK.  Your shapes will seem to
disappear, with only the selection handles visible

Format/Fill...

Change fill foreground to 0 (black) and click OK.  The insides of your shapes
will turn black.

Select the rectangle-drawing tool and draw a rectangle that fills the page. 
Right-mouse on the rectangle--select Format>Fill... in menu.  Set Foreground
color to 0 (black) and click OK

Right-Mouse on the rectangle and select Shape>Send To Back.  Your design should
pop up as a reverse image!

Print it and hope you have enough toner!
