Yep, I tried the 30pF cap on the VCO on the one that I was sure i didn't
fry the 3140 on.. the two on the other VCO's both have an unhealthy sheen
on them that just makes me think that when the JFET was reversed it did
decidedly unhealthy things to the poor sensitive part. I don't think the
cap is the problem anyways since I'm using NTE466's, but I'll give it a
shot in the next week probably. gotta get desoldering these things... 

Welp, after all this time I did the most obvious thing (in retrospect): I
switched power supplies to one that I know works, has a good ground and
is well-regulated. Bam. Everything is dandy, noise generator working fine,
LFO fine, and beyond that a VCO works. Made a little patch from the
attenuated adsr to the vco to get some aphex twin style fart-squeals, I'm
a happy camper even though there's an awful hum going through the VCO 
which is probably an easy fix if the midwest analog PS i'm ordering
tommorow doesn't fix it already. 

In closing, I want to say that the power supply I used was awful, and
wouldn't advise people to use it. I got it because it was on Troy Sheet's
parts list, but he probably had better luck using it than I.
