Many synths can do that. But I think the question was if a keyboard is a
appropriate controller to play Indian scales. If there are more than 12
steps per octave it is probably not, because octaves on the keyboard
were not sounding octaves anymore.
However, a sitar doesn't even have a fret for each semitone, some
semitones only can be played bending the strings (upward). The strings
can be bended much more than on a guitar.
Maybe a keyboard in conjunction with a pitch bender isn't so bad?
