need some advice - urgent

First I have to apologize - this is neither analogue nor diy.
I am sending this question to these lists because I know here are
some people who know a lot about these things. Personally, I know
next to nothing about it, and I don't have the time to do some in-depth
research myself. So please, if you can, give me some advice by
private email, ***NOT*** to the list.
So finally it's time for me to buy a PC.
I will *not* use this for hard disc recording (in fact, it will be
located
in a different room than my music equipment), but I'd love to write
CDs from DAT tapes. So I consider a SCSI hard disc, and a CD writer
instead of a a normal CD drive.
As I start from scratch, I have all degrees of freedom, and I guess I
can
save a lot of money if I buy the right things in the first place.
What I want is simply this: Go from the DAT Recorder (Hifi recorder with
digital output) into the PC's harddisc. Then I'd like to rearrange some
tracks,
and burn it onto CD.
What devices will I need, besides the CD-Writer ?
(Soundcard ? A cheap one good enough? Are there any that will accept
the digital output of a HiFi DAT ?)
What CD-Writer would you recommend ?
