There are chips that can do the refresh, but I don't recommend looking
into that direction. Instead find an old 386/486 PC and build the sampler
around it. With two sound cards you get the 4x A/D & D/A with MIDI
ports and all. I've put some information of my digital projects on page
www.uta.fi/~helin/digital.htm, there's the PC-sampler thing, too.
