There's an 8038 design at my page at
http://www.cs.brandeis.edu/~aschrock/synth. I haven't tested it, but it
was found in a book, it's not of my own design. 

There's also some old synth-diy discussion of the subject there... I won't
go into too much detail because it's all there. Also check the synth-diy
archive for more info. Basically it's not terribly good but ok if you're
just futzing around. I plan to make one (or 2) in the next month or so
after I finish this little filterbank/sampler/modular extension which I'm
breadboarding now.
