So I am still looking for the most elegant, minimum part count solution.
How about an N-Flop? An N-unit extrapolation of the standard RS flip
flop -- the simple one made from, say, two 2-input NAND gates. The
inputs are active low, the outputs are active high.
To build it: use a two input NAND gate and an N-1 input OR gate for
each stage. "I'll leave the rest as an excercise for the reader."
