Odyssey VCO calibrate problem

Sorry to keep continuing to pester the list with my Odyssey problems,
but some future person may benefit from this...

I downloaded the online Odyssey service manual, which is here BTW,

But I still have a problem calibrating VCO 2.  VCO 1 calibrates fine,
but VCO 2 will not scale down to 20Hz (this is step 5, section 3.3,
bottom of page 14 in the service manual for those of you following along
at home).  

The lowest it will go is about 50Hz at the lowest coarse tune setting
with the trimmer all the way down.  And it goes way, way too high in
frequency at the high end of the coarse tune.  So it is shifted (and
scaled?) in frequency somehow.  And this throws off the V/Oct trimming
in the next section, because the two oscillators will never match.

Any ideas?  Probably a bad component somewhere?  Thanks for any help!
