Serge Negative Slewer Question

     I built one of these from a very old schematic.  It almost works, but 
     not quite.  The Slew output has a constant 7 V DC output with nothing 
     going into the circuit.  When I do send a sequence of voltages through 
     it, it comes out slewed, but I have no control over it from the CV 
     input or Rate control.  I disconnected the 1Meg resistor from pin 12 
     of the 3900 and that brought the DC at the output to ground.  I've 
     checked my layout, so I don't think that's the problem.  I am 
     wondering if the schematic might have any errors in it.

     Also, no pulse at the pulse output.  I'm hoping that once I get the 
     slew output going, the pulse output will work.
