In my experience there is usually many cases of obscure protocols with
sometimes hairy and not well understood features that is being cocked
up all over simply due to lack of understanding about the mechanisms
involved. So, if they say that it is so hairy that they could not
document it I would not be supprising at all.

On the other hand I would not be supprised if they would try to keep
it to themselfs independently of how good it is or not.

How much would you like to document your latest hastywork that just
about got together but seems to work out in the field? And now this
stranger comes up and wants to examine your work, are you really ready
to let him in? I think not. So, it can be a true engineering story, or
just a feasable excuse.
