Your initial guess is correct. Listen to the vocoder used in Kraftwerk's
"Radio Activity" and you'll hear something very similar--only in German. An
almost identical match can be heard in Cabaret Voltaire's song "Seconds Too
Late" (admittedly much more obscure). Vocoders are very sneaky if they'r
used right. It took me years to figure out how the Pink Floyd did the dogs
in, uh, "Dogs".
