I think that soft sync is when the second oscillator resets only if 
it's instantaneous voltage is near the point where it would have 
reset, anyway.  Therefore, the 2ns osac only syncs to the first at 
certain osc2/osc1 frequency ratios, not _always_, as in hard sync.
